Purchase of Service Contract Funding for Existing Partner Programs

Proposals for 2023/2024 Regular Service Contracts for Existing Partner Programs are due February 28, 2023, 2:00 p.m. 

CONCEPT PAPER FOR PROGRAMS NEW TO THE FCCRB for funding July 1, 2023-June 30,2024
This application is to be used only for programs that are new to the Franklin County Community Resource Board.

DEADLINE:  Concept Paper should be received electronically no later than January 17, 2023, 2:00 p.m.  

The Selection and Review Committee will review concept papers and make a determination as to which programs will be invited to submit a full proposal.  Agencies will have until March 14th to submit full proposals

The FCCRB is the fiscal agent for the Winter Homeless Fund, but there is a whole village of agencies, municipalities, churches, and members of the Homeless Task Force that have worked together to ensure that people have the opportunity to sleep in a warm place on freezing nights. 
PLEASE NOTE: At this time one-time funding is not being considered for operational and administrative cost related to the COVID-19 pandemic.   We will be addressing potential relief at a later time after we assess the economic ramifications of the reduction in sales tax revenues and find out what the federal and state government may be providing in the ways of relief to affected agencies.  

The perimeters of this one-time funding are as follows; the funding must fit into at least one of four categories and must be used by June 30, 2021. 

Technology and Equipment Needs – These needs could be anything needed that would be a one-time expense.  Examples – copy machines, computers, program specific equipment, secured cabinets for files, etc.  Equipment must be directly used to enhance the services provided to youth who fit into the service categories set forth in the state statute above. We will be giving special consideration to technology that allows for agencies to continue to maintain continuity of care during this and in future crisis.

Program Enhancements – Enhancements cannot change the basic service package.  Example of enhancements could be purchase of supplies for group/individual sessions, including but not limited to art supplies, journal materials, etc.  Other enhancements could be funding for group outings, marketing of program and services, curriculum, or materials to enhance counseling/home visits, etc.   Equipment/Supplies must be directly used to enhance the services provided to youth who fit into the service categories set forth in the state statute above.

One-time Project or Event – Project and Event that will benefit the youth of Franklin County and will further the mission and vision of the FCCRB.  Project or Event must fit into the service categories set forth in the state statute.

Pilot Project – Project that is new to Franklin County.  Pilot Project must fit into a service category set forth in the state statute above.  Pilot Projects are meant to allow agencies to try new and innovative interventions for youth. All Pilot Projects must have a plan for sustainability after funding period is over that does not include on-going funding from the FCCRB.

Capital Project – Examples – changes to existing offices in order to better serve children and youth, build out of new or existing spaces, purchase of large items needed to serve youth, building or renovation of a facility.  All Capitol Projects must have a plan for sustainability after funding period is over that does not include on-going funding from the FCCRB and must be directly used to enhance the services provided to youth who fit into the service categories set forth in the state statute above

The FCCRB would like to invite all providers of children’s services to please put forth an RFP for consideration.
